Splatoon 3: Expansion Pass - Inkopolis is the first of two waves of paid DLC available in Splatoon 3. The second wave is Splatoon 3: Expansion Pass - Side Order It was first announced 10th August 2022 during the Nintendo Direct along side Splatoon 3. It was further explained during the 8th February 2023 Nintendo Direct.
